Part 665554-B21 covers the ProLiant DL380p Gen8 25 SFF Configure-to-order Server in HPE's DL380p Gen8 option list.
HPE notes that this 25-bay chassis has a built-in expander, requires at least a 512MB controller cache module, does not support GPU options and has no optical drive. HPE sells it as a configure-to-order base server, so processors, memory, drives and power supplies are chosen separately.
