P12948-001 is the HPE service spare for the MSA 2060 Fibre Channel controller. PartSurfer lists it in MSA 2060 16Gb FC LFF and SFF storage, MSA 2060 SFF flash bundles (12TB, 23TB, 46TB), TAA versions and the MSA 2062 16Gb FC models, including R0Q80B.
HPE's MSA 2060 QuickSpecs describes the FC controller as having four 8/16Gb Fibre Channel host ports. Each array has two hot-swappable controllers running active/active, with dual pools, or active/passive with a single pool. The controllers include a RAID offload ASIC and CPU, 12Gb SAS expansion ports and battery-free cache backup using supercapacitors and flash. The array has 24 GB of system and data cache and supports up to 9 expansion enclosures, or 240 SFF or 120 LFF drives.
HPE notes that the MSA 2060 does not support single-controller configurations, so a failed controller should be replaced, not removed. The array keeps running on its partner controller in the meantime. HPE supports non-disruptive online controller firmware upgrades when hosts use multipathing.
SFP transceivers are not included with MSA 2060 arrays. FC models need HPE's Gen6 SFP options, such as the 16Gb short-wave FC 4-pack. Reuse the optics from the failed controller where possible. The FC controller differs from the iSCSI (10/25GbE or 10GBASE-T) and 12Gb SAS controllers in the same family, so match the host interface on your existing controllers.
