L7B91A is the HPE 3PAR 8400 Data Encryption LTU, and the 8400 variant of the Data Encryption license is identified by this number.

HPE requires one Data Encryption license per encrypted array, and the local key manager is included in the HPE 3PAR OS. Once encryption is enabled it cannot be disabled.
